Last attempt to fix mistake AT&T wireless mafe

Who do i contact to file complaint against customer care, retention, customer relations and the Econ Dept? I was given the wrong shipping label by customer care trying to send in a device I had with my previous carrier for AT&T's buyback program for a $200 gift card. I never received the shipping material and called asking for it for almost a month so a rep with customer care said he would email me the label. He was told several times this was for a buyback. I had just switched to AT&T at this time so I trusted that he knew what he was doing. This label was not for devices for the buyback program it was for the warehouse to return defective devices. Nobody from AT&T had tried to help locate my phone or do anything to correct the issue. It is also been escalated numerous times in the past two months and not one supervisor has emailed me or called me in regards to fixing the issue. Because of so much time passing and nobody claiming my phone at the warehouse my phone is now gone and is being auctioned off. If just one of those escalations was followed up on by supervisor I could've got my phone back now it's too late. customer care and every representative or supervisor that's promised to fix the issue and has said they would make an offer to put the issue to rest has made an offer but will not follow through with it. Every conversation is recorded! Last night I was told "oh well!" This issue has been going on since January 22, 2016 and today is March 9th. I have called almost every single day anywhere from 2-4 hours at a time and have had to call back anywhere from 2-10 times in a day because the representative will hang up on me acting like it was an accident. An accident like that doesn't happen 5-10 times in a 4-6 hour period. I have been given the run around, have been disrespected by a lady named Cassie from customer relations last night, ignored by every single supervisor that received an escalation about this issue ( I have not got a response from anyone with the escalations that was supposedly filed. But they want me to settle for something I don't want! They made the mistake and promises that have not be followed through with. I have recorded all calls regarding this issue and have begged, cried and pleaded with everyone I have spoke with at AT&T to please correct the problem. I've been very patient for almost 3 months now. This is my final attempt for a resolution. All I want is someone who actually cares enough and wants to help correct the mistakes mistake at&t made!
