You signed up for the chip and said you'd be responsible for it, so nothing unreasonable there...
This has been going on for 5 weeks now?
You need to figure this out, someone could start calling long distance to other countries and really getting your bill up there.
Since you say they are billing you, you might be able to get a transaction number (off your bank/charge account) to help get enough info so AT&T can help you.
Go to an AT&T store and get a new SIM and see if they can help you.
Or you could call them at 1 (800) 331-0500
The longer you wait the more this is going to cost you...
