I’m sorry to hear about your login/registration issues! That would get frustrating for sure!
This is a fairly generic error code, so a multitude of problems may have happened to cause this issue!
Typically this error message indicates that something entered does not match the records of the account. When trying to set up the Access ID, are you using the same zip code and account information associated to the account? Also, are you trying to set up your first Access ID or an account for secondary access?
Have you completed the troubleshooting included in the link above? This will typically fix a majority of issues when logging in or creating an account. I also suggest checking your bill to make sure all of the information being entered is correct. You can try using a different browser, in case your current browser is saving previously entered information.
If you don’t have another browser or device to try, you can clear you cache and cookies! Check out this Google Support article for specific instructions. It will allow you to choose your browser and device type.
