I'm sure they told you the phone was unlock able immediately.  But if they read ATT terms of service, it says new accounts are not unlock eligible for 60 days.

If you can't unlock, either call 611 from the phone, or message support 

 

We really strongly recommend buying phones direct from Apple if you need it unlocked.
