I have tried this in edge, chrome, safari, firefox and in the apple macintosh, and windows 10, android, and iphone environments with clearing browsers, and in incognito modes. I also get the same response using the att wireless app on the phones (both on account and off)
Further my local att store has duplicated my issue on at least 2 devices.
For me this problem has been going on since inception and as a result I can't pay my bill, so feel free to solve it before january 14.
