I understand how this would be an issue, Outlook is a very convenient way of checking your email accounts without having to go online every time. You have come to the right place however; we can certainly help you with this!
Since you mentioned you have two different sets of passwords for the same account, the issue is most likely the login credentials in Outlook being incorrect. Your email address is linked to your AT&T Access ID. The first steps would be resetting the password for your ID. Please go to this link for instructions on how to do this.
Once this has been done, you will need to update your Outlook configuration, either by changing the password in the settings, or by deleting the SBC email and setting it up again. The article Set up AT&T email can assist you in configuring your email client, just select the Outlook version you have at the top of the page.
