So for that first part AT&T does allow you to block a line's ability to block mobile purchases using their Purchase Blocker.  So for that you couldn't make in app purchases, purchase apps in the app store, or incur Mobile Purchase type charges on your monthly bill.  That line would only have the option to pay for these things directly using a credit card. 

Assuming this is your secondary line you can decline it access to login online.  Since your line should already be registered to login it is set as the primary account holders login.  So if a secondary user tries to register it would send an email to the email on file requesting permission to login.  Here you can decline that.  This would prevent the user from being able to view the account information online, that is unless they have all your login information for your account and email
