There has been no security breach I know of nor does ATT sell customer phone numbers. Try googling your own cell number. It is pretty easy to determine if a number is an ATT wireless number or not. These hackers are simply trying numbers at random. Most likely, first they figure out whether it is an ATT number and then they send the text, they don't care if the number is in service or not.
