A VPN with a host in the USA does solve the problem. Thanks.
Don't know if it's okay to mention the one I chose. I did chose Opera VPN as it is free. I have to pick a USA server for it to work.
I still think AT&T could do a better job of displaying meaningful messages when one tries to log in from a blocked location. Or at least have some documentation or FAQ answer to this issue.
Solving this should NOT have been this hard to do.
Hopefully this will help others with this problem in the future and/or will prompt AT&T to fix the confusing messages when trying to access your account from a blocked location and document how to access your account through a VPN.
