Has the Login Process for AT&T Wireless Change

When I get the Screen to enter in my second layer password below is the message I receive. Did AT&T the Login Process and did not inform their Customer?

 

Note: We've simplified the login process so you'll no longer need to enter your passcode every time to access your account.
