It's possible that you are not using the primary user ID on the account. Call 800-331-0500 and request for technical support to locate the primary user ID.

You're using a CTN login which is only for services like NumberSync, Locker, etc. It's not an ACCESS ID for checking bill and such. Call 611 and have them figure out the correct login info.
